Legislative Update May 2009

Updated:05/26/09

We started this year’s work with a lobby day in Olympia on February 12th. This

event was sponsored by HSUS. It was very well attended. There was something

for everyone, starting with basic information so beginners would know how a bill

starts, as will as opportunities for letter writing and appointments with meeting

attendees, Representatives and Senators. A very big thanks to HSUS for this

opportunity.

Senate Bill 5651, also known as the puppy mill bill, underwent quite a bit of

morphing until it got to its current form. The intent of this bill is to provide

mandatory requirements for certain dog breeding practices with care standards

for them as well. A full report on the bill itself is available online. The puppy mill bill, as well as

Serafina’s bill passed through the House and HSUS representative Dan Paul feels

certain that they will pass through the Senate when they go back for

concurrence.

The Spay/Neuter Bill, HB 1406, did not make it out of committee this year. Rick

Hall plans on working with a Representative after the current legislative session

to see how the Spay/Neuter Bill can be formatted for better acceptance, including

finding a different committee to sponsor it next year.

The Federation’s Legislative committee would like input from agencies around

the state to see what might be considered as important legislation next year.

Please let us know what your agency is interested in supporting in 2010. We

will have a meeting to look over these suggestions and then make a decision

about those that we would be willing to support as a board. Please email suggestions

to denisem@thehumanesociety.org, or mail to:
